Tender description

The procurement process was a competitive quotation (non-OJEU) through invitation to quote in accordance with the Council's Contract Standing Orders. This notice of contract award applies to the procurement of a contract for supply of an external consultancy service to Hampshire County Council to develop an Outcomes Framework for application across a range of health and social care service provision relating to children and young people aged 0-25 years old. This will articulate shared outcomes across the health and social care system locally, working to improve the health and well-being of Children & Young People in Hampshire, both through future commissioning and the following means: Quality improvement: Shifting the emphasis towards realising meaningful outcomes from the services we commission using outcomes based commissioning (rather than demonstrating activity) in future service specification development. Identifying and address areas of service delivery that require improvement through monitoring of Outcomes delivery. Clarity and transparency: Providing outcomes against which services can be monitored and evaluated, allowing direct comparisons and identification of best practice. Financial responsibility: Ensuring the best use of limited resources so that these are directed to interventions that will have the maximum impact on outcomes for children and young people. Helping in the identification of where in the health and social care system efficiencies could be made. Promoting integration across the sector Supporting and encouraging stakeholders to work together to achieve common goals. Supporting the improvement of pathways to enable seamless high quality experiences for CYP and their families.
