Tender description
Yorkshire Water (YW) manages the collection, treatment and distribution of water in Yorkshire, supplying around 1 240 000 000 litres of drinking water each day. At the same time, collecting, treating and disposing of about one billion litres of wastewater safely back into the environment. Affordability remains a key issue for customers, meaning that YW needs to lower the cost of risk resolution, whilst adhering to its governance and assurance processes. This will be achieved through upfront thinking and managing total expenditure through a hierarchical process. To assist in addressing the diverse range of risks within our asset base, YW is looking to engage with assurance partners, to implement a “3 lines of assurance” model that ensures compliance with its own governance, standards, policies and procedures and facilitates the delivery of resilient assets and drives exceptional service. The assurance partners must have the ability to provide independent expertise that is proven across a wide range of high performing infrastructure sector clients, in assuring that YW and its contracting partners are compliant with governance, standards, policies and procedures in the following areas: — assure that safety and sustainability is in-built into every asset. Health and safety in operation must start in design, — assure that the highest standards of process safety required in a high hazard industry are demonstrated, — work closely with YW’s in-house functions and other contract partners to assure that the level of change required to meet future needs is adhered to, — assure that ways to optimise existing and deliver innovative new assets, is explored and developed, — assure that YW’s in-house functions and other contract partners are compliant with quality, scope and risk, the YW Engineering and Asset Standards, — assure that solutions adhere to the environmental, sustainable and ecology policies and procedures, — assure that the contract partners are compliant with their own governance, controls and monitoring, through their documented Quality Management Systems, both technically and commercially, — assure that the contract partners are utilising expert design and construction resources that are proven across a wide range of high performing infrastructure sector clients, — assure that the development and delivery of low carbon solutions is supported, — assure that YW’s use of standard products and solutions, offsite construction and modular builds are enhanced, — provision of expert technical resources that are proven across a wide range of high performing infrastructure sector clients. The assurance partners must have the ability to provide independent expertise that is proven across a wide range of high performing infrastructure sector clients, in assuring that YW and its contracting partners are compliant with governance, standards, policies and procedures in the following areas: — assure that safety and sustainability is in-built into every asset.
