Tender description

Wildstone has been instructed by the London Borough of Newham (Newham) to procure a new service provider for the Council’s Street Furniture advertising. Newham is seeking a highly proficient and suitably experienced Operator to undertake the operation of Newham’s Street Furniture estate which currently comprises of 35 sites. The local Authority wishes to introduce a single contract whereby the operator shall provide a regular income stream to Newham for the duration of contract period. The income will be form of either a guaranteed annual fee or minimum guarantee with revenue share, both with an overage for additional advertisement panels installed. Bidders are also invited to provide a Year 1 premium to Newham. The annual fee shall be subject to review every 3rd anniversary of the contract commencement date in accordance with the percentage change in the Consumer Price Index (CPI) since the last adjustment date or the commencement date in the case of the first adjustment provided that in the event of a negative change in CPI the guaranteed annual fee shall remain the same and will not be decreased. All of the existing assets have been identified as having the potential to be upgraded to digital. Newham has undertaken pre-application talks with planning officers to determine the suitability of the upgrades with the response annexed under ‘Supporting Document 2 – pre-application response for conversion to digital’. Tenderers will be bidding on the basis that they will use all reasonable endeavours to ensure those sites which gain advertisement consent will be implemented at the earliest possible time. There are further unidentified sites in the borough which may have potential for digital advertising and Newham will encourage the successful Operator to develop these sites during the term, subject to Newham’s approval, gaining the necessary consents, at the Operators expense, and providing an additional annual fee to Newham.
