Tender description

The Council is seeking Suppliers to deliver high quality Children’s Homes in Crewe and Macclesfield for the 7 year term of the contract. We are looking to build on the one existing home in Crewe (3 bed home Ofsted registered for EBD, LD and Physical Disability) and develop four additional homes (2 in Crewe and 2 in Macclesfield). All of our Children’s Homes will be small (supporting 2 or 3 children) to ensure we maximise the opportunity for consistent / person centred care in a family environment. The Council holds four properties (including the current open home) that have all recently been utilised as Children’s Homes and will be made available for this recommission. In order to reach five homes a successful Supplier will need to source a property in the Crewe area suitable for a 2 / 3 bed Children’s Home. It is our intention to Lot this tender into a minimum of 5 Lots, but this is not yet finalised. The service will need to meet the Children Homes (England) Regulations 2015 and its obligations to the regulator Ofsted. However, the Council is seeking Suppliers who will strive to exceed these standards providing a service that can be flexible, innovative to ensure that it meets the needs of the child / young person placed within the home. All of the homes must provide accommodation, care and support for 365 days of the year, 24 hours a day. The homes will have a range of young people in residence with individual needs and behaviours. The service must have a strong ethos, culture and high expectations regarding education, training and employment working positively with the young people to access opportunities that support them to develop and reach their full potential and personal aspirations in all areas of their life.
