Tender description
The Imperial College Healthcare NHS Trust acting on behalf of the North West London Radiology Reporting Network is issuing this prior information notice with the intention of conducting soft market testing with interested suppliers in connection with the provision of a technology solution to integrate/interface PACs/RIS systems across north-west London. The successful service provider(s) will be responsible for providing the technology to deliver and promote innovation to enable the delivery of digitally advanced imaging services in North-West London. This is not a formal procurement exercise at this stage and a route to market has not yet been finalised. Responses to this PIN will help determine procurement options and is purely for our information only. A full description of the networks high level requirements, timetable and supplier response requirements can be found in the supporting information provided at the following URL - https://www.lppsourcing.org Radiology departments nationally are facing unprecedented demand for services whilst capacity is becoming increasingly constrained. Some of the significant challenges faced by radiology services include. Increasing demand for radiology services, at rate of at least 5 % every year, which far outstrips capacity. Increasing sub-specialisation of work. An ageing workforce with declining capacity. Technological and operational challenges that prevent departments from pooling expertise and resources for the benefit of patients. In response to these pressures, trusts have started to work together as networks, collaborating to define solutions. A key enabler for many of these collaborations and networks is the development of a sector-wide radiology reporting network, which requires the procurement of new technologies to enable individual trusts to work across systems to integrate their radiology RIS/PACs systems, allowing access to all historical imaging and reports from any hospital in the region and provide a platform that will enable cross-site reporting collaboration to include such areas as: — seamless image and report sharing facility across the network so that imaging and reports are available not just for first line review but also to support transfer of treatment and care to one of the other sites, remote reporting of images /studies within the network, — sector-wide MDTs, — sub-specialist reporting network, — sector-wide demand and capacity management including scheduling and booking of radiology examinations, — regional in-sourcing, — out-of-hours network, — multi-site radiologist shared reporting work flow, — support for communities and primary care organisations to share images and reports. Linking the radiology RIS/PACs systems across systems offers an opportunity to maximise reporting capacity and efficiency to enable sustainable diagnostic reporting, supporting trusts in meeting their diagnostic cancer targets, addressing the service demand issues and improving experience and outcomes for patients. The pre-market engagement is intended to outline the basic requirements of such a solution (high level service need, size and nature of services required) and to elicit information and expert input for the suggested service need, if they are achievable, how industry experts may approach them and what cost drivers /risks can be foreseen.
