Tender description
Hertfordshire County Council (the "Council") is carrying out Pre-Procurement Market Engagement ("PPME") in relation to the Provision of a Framework Agreement for Supported Living services. The Council will consider the feedback received to help inform its options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council. It is anticipated that the proposed Framework will address a number of issues, including a lack of clarity and consistency on pricing and quality; a lack of capacity; ensuring that the support provided matches people’s current ability levels; and how to make best use of assistive technology to maximise independence. The overall aim of this PPME will be to consider what works and how we can develop requirements that address the challenges and do things differently to improve the capacity, quality and flexibility of services in order to deliver positive outcomes for people with care and support needs; and enable more people to live in the community with the right support. Further details on the Council’s aims, objectives and initial thinking – together with needs and demand data – will be shared prior to the event with providers who request a place at the event. This will also be available at www.supplyhertfordshire.uk The pre-procurement market engagement will comprise: A Provider Event on 21.5.2018. This will take place at Welwyn Parish Council Civic Centre, Prospect Place, Welwyn AL6 9ER. You can request a place at the Event by emailing ACSCommissioning.Support@hertfordshire.gov.uk – please note that attendance requests must be received by close of play on 11.5.2018. Places are limited to no more than 2 per organisation and we would suggest that organisations send colleagues who have strategic or business development responsibilities to ensure conversations are aligned with organisations’ future business planning and knowledge of models operating elsewhere. Submission of a Questionnaire following the event, for Providers to give more detailed feedback on the emerging service model. This will be available at www.supplyhertfordshire.uk on 22.5.2018 and should be returned by Monday 4 June at 12:00 noon.
