Tender description

DFID Pakistan is seeking a Management Organisation (MO) to manage the next phase of our inclusion and accountability programming, titled “AAWAZ II: Inclusion, Accountability and Reducing Modern Slavery”. The AAWAZ II programme will work with government and local communities to promote the rights of children, women, youth, and religious minorities and excluded groups, to strengthen their control over their own development. The programme has a particular focus on the issues of modern slavery, to which marginalised groups are extremely vulnerable. DFID is seeking a Management Organisation (MO) (which can be a for profit or not for profit organization i.e. private sector / INGO / NGO / CSO) to deliver the objectives of the AAWAZ II Programme, through a consortium of civil society organisations, in ways that clearly demonstrate value for money. The Impact the programme is hoping to achieve is: a more inclusive, tolerant and peaceful Pakistan, with less modern slavery. The Outcome the programme is hoping to achieve is: Pakistani society and government institutions support increased voice, choice and control for women, girls, boys, youth, religious minorities and marginalised groups, protect them from exploitation and prevent discrimination and intolerance at all levels. The intervention will draw on the skills and capability of both the UN and a contracted MO as part of a hybrid delivery model (the division of labour is explained further below). We are aiming to reach 7 000 000 beneficiaries. The programme will lead to: an increase in the capacity of selected government institutions to respond to and protect citizens, particularly women, youth and religious minorities; the empowerment of 4 500 communities through AACs to engage with government to demand better services and greater protection; a reduction in vulnerability within these communities to forms of violence and exploitation (such as forms of modern slavery) through community organisation and challenging harmful social norms; and an improvement in the ability of these communities to prevent conflicts, particularly involving religious minorities. AAWAZ II aims to achieve these objectives by creating a more protective and enabling environment for girls, boys, women, youth, religious minorities, the differently abled and those at risk of modern slavery. The programme will respond to the multi-dimensional and interconnected ways in which exploitation, intolerance and exclusion are perpetuated. The intervention will work on the range of factors which go together to create an enabling and protective environment for vulnerable or excluded groups. Sustainability is a key touchstone for the programme. The MO will be expected to deliver through local NGOs / CSOs, therefore working to build the capacity of local civil society to take forward this work after DFID has exited. Ability to work closely with and provide capacity building to a wider network of local NGOs and CSOs is therefore an important criterion in the selection of the MO. Equity is another important principle which underpins all the outputs described above. The MO should mainstream equity consideration through the design of programme intervention and all monitoring and reporting should be a strong equity focus.
