Appointment of a mechanical and engineering consultant/contractor for a boiler replacement project at Brockhole on Windermere.

Brockhole on Windermere is the main Lake District National Park Authority Visitor Centre, located between Windermere and Ambleside, it consists of a formal house and gardens containing café and shop, alongside other activities including play areas, water sports and tree top rope courses. The main house (White House) was constructed in 1898 as a family residence before being purchased by the Lake District National Park Authority (LDNPA). The site now attracts in the region of 200,000 visitors a year. We are currently looking to address some of the building maintenance works required across the site. Our attention in 2018/19 will focus on the replacement of the existing ageing gas boilers which heat the White House and shop area. LDNPA operate both the White House and shop these are operational during normal business hours. A proportion of the White House is let as residential accommodation. LDNPA have committed to reduction in greenhouse gas emissions from our own operations. We wish to appoint a Mechanical & Engineering consultant or contractor to work with us to enable us to be in a position to instruct contractors to replace the boilers in 2018/19. We are looking for you to provide a quotation for a feasibility study on the options available to us to replace the existing boilers and improve heating controls. This is likely to involve, but not be limited to: • A comprehensive review of existing heating system, including preparing technical drawing showing current system. • A report on proposed options available to us to replace boilers, improve controls and increase heat output whilst at the same time reducing our carbon emissions. A recommendation on the preferred option and the rationale for this. • Consideration should be given to the best location of any new system to overcome any constraints caused by their current location and how the new system can be commissioned to minimise the impact on the operational running of the buildings. • Consideration should be given to the heating requirements of both LDNPA business operations and our residential tenants. • For all options a clear statement on the likely costs of a new system (capital and one off revenue together with ongoing running costs) and an outline timetable for further development and deployment. • A proposal on how you would see that preferred option being taken forward, including the key risks and issues that would need to be managed and how you would recommend this is achieved.
