Tender description
ESPO is seeking to establish a framework agreement with a number of suppliers for the provision of library services and self-service technology. The framework will cover a range of Radio Frequency Identification (RFID) technology, Open Library technology and Library Management Systems (LMS) services including installation, tagging, service, support, maintenance and additional associated services to include but not limited to project management, on-site supervision, quality control and customer training. Lot 1: Library RFID solutions, self-service technology and additional services - This lot requires Suppliers to supply, install, commission, service, support and maintain equipment for self-service terminals using RFID technologies and open library technology in libraries. Lot 2: Library management systems and associated services - Suppliers must provide either a supplier hosted or client hosted library management system that will keep a record of all activity and transactions which occur within the library. Also provided should be any associated hosted hardware, installation, maintenance and training. The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated includes the option period. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement. As a Central Purchasing Body as defined by the EU Procurement Directive 2014/24/EU, the Framework Agreement is open for use by Public Bodies (defined at https://www.espo.org/ESPO/media/Documents/FAQs/ESPO-s_powers_to_trade__website_-2016-12-22.pdf) that also fall into one of the following classifications of user throughout all administrative regions of the UK: Local Authorities; Educational Establishments (including Academies); Central Government Departments and Agencies; Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords; or any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament.
