Tender description

ECML ETCS (Train Control). This project will deliver train control lineside infrastructure systems technology along the East Coast Main Line (ECML) at any location from King's Cross to Edinburgh. This procurement will result in a single supplier framework contract to deliver train control implementation for the ECML route, subject to funding, the DR national strategy not materially changing and supplier performance. The first anticipated scheme awarded under the framework is proposed to be Kings Cross to Peterborough control areas between Kings Cross and Stoke Tunnel. The procurement will be undertaken through the Bravo NR portal application. This procurement is for the Design, Build and Maintain (DBM) of lineside Train Control (ETCS) systems together with associated infrastructure work for the lifetime of the assets on the ECML (excluding on train systems). It is proposed that a framework will be awarded to a successful supplier to design, build and maintain assets with call off mechanisms to enable packages of work to be contracted for throughout the term of the framework. It will be an exclusive award to 1 supplier in that the successful supplier will be (subject to satisfactory performance, funding availability, no material change to the wider DR deployment strategy etc.) awarded any packages that may arise from the framework. The form of contract will be NEC 4th Edition, Design, Build and Operate (DBO) – with amendments. Target cost based arrangement for the design and build with a fee based performance for the maintenance element. NEC based framework agreement with an 8 years term (4 years with an option to extend by up to four periods of 12 months). 1 or more NEC4 DBM calls-offs under the framework. Incentivisation is key, with the supplier sharing risk on performance and meeting the required outcomes with NR. High level attributes / scope and supplier responsibility: Framework: Potential of a 30 years term relationship after the completion of construction phase at any time during the framework term. Design, build and maintain packages of works (contracts) awarded to 1 supplier, subject to performance, funding and no material change in DR's national strategy. Responsible for technical Integration of an end to end system, including integration with other existing /proposed systems delivered by others. The key objectives that the procurement is intended to address are as follows: — replace life expired signalling assets on the ECML during CP6/7 with new digital technology, — the supplier will be committed to a relationship for the life of the asset(s) where they are rewarded for achievement of performance and outcomes over that lifecycle, and, — positively change the relationships within NR and with the Supplier to drive behaviours that align objectives and achieve mutually beneficial outcomes. The successful supplier will be expected to: Deliver outcomes – availability of reliable train paths. Continuous service improvement – embedded in the culture. Exhibit the required behaviours – collaborative joint working with NR and other suppliers. Offer sustainable solutions. Additional information: All access required to the trackside for build or planned maintenance will be coordinated with and approved by NR. All physical access to the ROC (Rail Operating Centre) for build will be coordinated with and approved by NR. Related training of NR (control centre staff) and TOC/FOC (Train Operating Company /Freight Operating Company) staff. Manage NR staff to maintain in-scope lineside equipment. Aspiration: Build an NR technology capability for future deployments.
