Tender description

The City of Edinburgh Council (the Council) requires to put in place a contract with a single supplier for the Supply, servicing, repair, reconditioning, recycling, removal and storage of electric bidet toilets. The purpose of this Prior information notice (PIN) is to assess the number of suitably qualified suppliers in the market. Background — The City of Edinburgh Council's departments of Health and social care, Children and families and property and facilities management provide equipment and adaptations, which aim to meet the needs of people with illness or disability, enabling them to remain at home and in all aspects of daily life be as independent as possible. This includes provisions for adults and children with complex health and care needs. The Community equipment service (CES) is a joint venture which manages equipment and adaptations provision on behalf of partners; NHS Lothian, The City of Edinburgh Council, Midlothian Council, East Lothian Council and West Lothian Council. Usage data — Although wholly dependent on the number of assessments carried out by the Occupational therapists, data from previous years, indicate 10 new installs per year and a servicing volume of approximately 130 bidet toilets per annum (existing stock consisting of 30 x Clos-o-mat Palma Vita, 85 x Clos-o-mat Samoa, and 10 x Gerberit). As repairs are provided on an “as required” basis no indication of volume is available. All volumes may vary. Supply and Installation — (1) The provision of a new electric bidet toilet equipment completely installed including all works and ancillary works, set up, testing and demonstration of safe operation to clients with Guarantee and manufacturer’s warranty. (2) The provision of a reconditioned Council electric bidet toilet equipment completely installed including all works and ancillary works, set up, testing and demonstration of safe operation to clients. Servicing — The regular, cyclical, checking of the electric bidet toilet equipment, to ensure safety and reliability, in strict accordance with the manufacturers defined service schedule. Repair — Call out and execution of repair works as required including the supply of parts necessary to repair electric bidet toilet equipment due to failure and breakdown during their day to day operation. Reconditioning and Recycling — To bring previously removed and stored Council electric bidet toilet equipment back into good working condition by cleaning, repairing and /or replacing worn parts, taking full account of any relevant legislation, manufacturers’ guidance, codes of best practice and regulations. Removal and storage — The complete dismantling of existing installed toilet equipment and make good of all works associated with the operation of the toilet done in accordance of with legislation. Removal includes transportation and storage in the Contractors facility. Disclosure Scotland — All person employed in the delivery aspect of the requirement (including its supervision) will have undergone vetting by Disclosure Scotland. Contract value — The estimated contract value provided is for a 4 year period.
