Tender description
Provision of effective partnership with adults with learning disability and their family /carers and with a wide range of local partners, including the council, to provide employment support to 110 adults with learning disability each year so that 55 people start a job and 55 people participate in employment skills development relevant to their job plans. Please note that the 2 lots have different contract duration and options. Lot A HAC5314 3 years with option to extend for + 1 + 1 years and Lot B HAC5315 2 years with an option to extend for + 1 year. The council is seeking an innovative, creative, flexible and committed provider prepared to work in close and effective partnership with adults with learning disability and their family /carers and with a wide range of local partners, including the council, to provide employment support to 110 adults with learning disability each year so that 55 people start a job and 55 people participate in employment skills development relevant to their job plans. The focus of the specification for Lot A (employment support) is on supporting adults with learning disability to get and keep real jobs. The objectives are that each year 110 new people (different to those in previous years; some of whom receive long-term social care and some who do not) have a vocational profile completed each year and that 55 start a competitive paid real job with an employer, 28 of whom remain in post for 3 months and 22 for 12 months. The range for Lot A is 1 000 000 GBP - 1 210 000 GBP over 5 years. Contract period three years with option to extend for two 1 year periods (3 + 1 + 1) start date 1.10.2018. The provider(s) are required to directly deliver support and skills development. In addition, as the experts and champions of employment for people with learning disability, the provider(s) are required to work in close partnership with other local organisations providing general employment support and skills development and engaging employers to develop job opportunities so that those services also support people with learning disability and people with learning disability access general community employment support resources. The provider(s) are required to identify and furnish their own office space and to use a wide range of local venues to engage and support people. The council is seeking an innovative, creative, flexible and committed provider prepared to work in close and effective partnership with adults with learning disability and their family /carers and with a wide range of local partners, including the council, to provide employment support to 110 adults with learning disability each year so that 55 people start a job and 55 people participate in employment skills development relevant to their job plans. For Lot B, the objectives are that each year 55 new people (different to those in previous years; some of whom receive long-term social care and some who do not) participate in employment skills development opportunities (some directly provided; some provided by other organisations). This can be early on in their employment journey so that they are referred for completion of their vocational profile after participation in skills development. Alternatively, they could be referred for skills development support when their vocational profile has been completed in order to develop relevant skills that will assist them develop and achieve their job plans. The range for Lot B is 260 000 GBP to 290 000 GBP over 3 years. No uplifts will be awarded over the period of the contract. The contract period is for 2 years with an option to extend for 1 year (2 + 1) start date 1.10.2018. The provider(s) are required to directly deliver support and skills development. In addition, as the experts and champions of employment for people with learning disability, the provider(s) are required to work in close partnership with other local organisations providing general employment support and skills development and engaging employers to develop job opportunities so that those services also support people with learning disability and people with learning disability access general community employment support resources.
