Tender description
Hull City Council is seeking suitably qualified providers to supply & deliver adult residential & nursing care homes for the authorities adult social care services. The authority intends to establish a Dynamic Purchasing System (DPS) for the provision of these service. The length of contracts will be governed by the individual needs of the service user. Suppliers can apply to join the DPS at any point during its lifetime. We anticipate the launch of the DPS to be 23 April 2018. The DPS will be categorised by levels of care: — Category 1: Standard residential care, — Category 2: Standard residential care with nursing provision, — Category 3: Enhanced residential care Band 1, — Category 4: Enhanced residential care Band 2. The DPS will be established for a period of not more than 10 years (initially 8 years with option to extend for up to 2 years). The authority proposes to enter into individual contract(s) for individual placements. Mini competitions from the DPS will commence 28.5.2018. Organisations accepted on to the DPS will be invited (via categories) to mini competitions throughout the lifetime of the DPS. Suppliers will bid against individual care placements. The evaluation for this will be based on which proposal best meets the needs of the care plan and the individuals (service user) needs. Standard residential care: This is the minimum requirement and expectation for services providing personal care and accommodation together, suitable to meet a range of needs for adults of all ages. Organisations accepted on to the DPS will be invited (via categories) to mini competitions throughout the lifetime of the DPS. Suppliers will bid against individual care placements. The evaluation for this will be based on which proposal best meets the needs of the care plan and the individuals (service user) needs. In addition to core elements, the minimum requirement and expectation placed over and above personal care and accommodation provided together; where additional care is provided by qualified nurses in order to ensure that the full needs of resident(s) are met. Organisations accepted on to the DPS will be invited (via categories) to mini competitions throughout the lifetime of the DPS. Suppliers will bid against individual care placements. The evaluation for this will be based on which proposal best meets the needs of the care plan and the individuals (service user) needs. In addition to the delivery of standard requirements these individually tailored and designed packages of care will identify the additional support requirements, over and above standard and will be brokered with the successful provider (see service specification). Organisations accepted on to the DPS will be invited (via categories) to mini competitions throughout the lifetime of the DPS. Suppliers will bid against individual care placements. The evaluation for this will be based on which proposal best meets the needs of the care plan and the individuals (service user) needs. In addition to the delivery of standard requirements these individually tailored and designed packages of care will identify the additional support requirements, over and above standard and will be brokered with the successful provider.
