Tender description

TDDAP will be the UK’s main instrument, alongside a 16m GBP Public Health England (PHE) programme, to prevent and respond to future disease outbreaks. It will support the reform priorities of the global health community, and Her Majesty’s Government (HMG), incentivising effective coordination between partners. The Supplier will deliver targeted support across programme component outputs 2, 3, 4 and 5 in six focal countries that have high vulnerability to disease outbreaks and lack the investment to meet the needs. The objective of the supplier in the focus countries is to strengthen health systems and institutions to prevent outbreaks and epidemics of deadly communicable diseases. It will achieve this by delivering the following outputs: 1) African countries have improved adherence to IHR standards. 2) Better governance and accountability of public health systems. 3) Improved data and evidence. 4) Provision of an emergency response mechanism should a pre-crisis situation arise. DFID is seeking a Supplier to deliver a 20 month contract for Technical Assistance (TA) of up to 18m GBP with an Emergency Response Mechanism Fund (ERM) of up to 20m GBP until March 2020 for the Tackling Deadly Diseases in Africa (TDDAP) Programme. The timeframe may be extended to March 2022 resulting in a 44 month contract for up to 18m GBP TA and 20m GBP ERM Fund. Suppliers will be required to provide costs for both a 20 month Contract of up to 18m GBP TA and up to 20 GBP ERM Funds, and a 44 month Contract of up to 18m GBP TA and up to 20 GBP ERM Funds as a 44 month contract will be issued if approval for the extended timeframe is secured before contract award. There is also provision to increase the financial limit by a further 19m GBP (9m GBP TA and 10m GBP ERM) dependant on need, securing the required approvals and performance of the Supplier. The 20 GBP — 30 000 000 GBP ERM Funding will be approved from the Africa crisis/DFID contingency reserve as required and will be included in the Contract Financial Limit, however, depending on the need, funding may be channelled via the MOU or the TA Supplier contract. The estimated value includes all applicable taxes, and tenderers should include all applicable taxes in their tenders. The Emergency Response Mechanism Fund will be included as part of the TA OJEU process to ensure cohesion of the programme. This will only be triggered if a public health emergency requires additional resources (especially at the community level) to curtail the threat. Management and co-ordination of the Emergency Response Mechanism, including identifying, sourcing, undertaking due diligence, contracting and managing local and regional suppliers that will engage at a community and sub-national level. Please note that the estimated value of 57m GBP, inclusive of all extension options, represents a maximum, and DFID expects that competitive tenders based on the full Terms of Reference (Volume 3 of the ITT Pack) will come in at a lower level. Delivery will be in 6 focus countries – Cameroon, Cote d’Ivoire, Uganda and Burundi with a further 2 focus countries to be proposed as part of the tender process from Rwanda, CAR, Chad, Mali, Mauritania and Niger. Overall TDDAP Outputs 2-5 will be delivered by the Supplier with WHO AFRO delivering component 1 and contributing to a joint logical framework. A payment by results model will be used for effective implementation of the TDDAP programme and will link to achievement of agreed KPI’s and milestones. Key Performance indicators will link delivery of targets to an agreed payment schedule. A DFID Standard Service Contract will be awarded. A rapid response mechanism will be included to implement the ERM Fund. Break points and scale up/down provided for in ToR and contract clauses to allow flexibility to respond to emerging needs (including the rapid response Emergency Response Mechanism). To ensure cohesion between the TA and Emergency Response Mechanism, maximise VfM through economies of scale and reduced management costs and ensure that the higher need/higher risk countries are not left behind, the tender will not be split into lots. Overall results under the combined efforts of the programme, as detailed in the log-frame, will be: Impact. Reduced impact of communicable disease outbreaks and epidemics on African populations. This not only includes results in terms of lives saved, and limiting transmission to other countries, but also covers economic impacts. Outcome. African health systems and institutions strengthened to prevent outbreaks and epidemics of deadly communicable diseases.
