Tender description
The scope of this contract is for the services of an Authorising engineer to ensure that safe systems of work and inspection regimes are in place and carried out in accordance with the guidance and legislative requirement throughout NHS Scotland. The scope of the proposed framework will cover the provision of Authorising engineers services for Confined spaces, HV and LV Installations, Medical gas pipeline systems (MGPS), ventilation, water and pressure systems. Authorising engineers (Confined Spaces) will have specialist knowledge of controlling work in confined spaces, minimising associated risks and preparation of associated documentation. They act, and are employed, independently of NHSS Health boards submitting potential Authorised persons (Confined spaces) for assessment. Authorising engineers (HV/LV Installations) to provide services in accordance with Scottish health technical memoranda (SHTM) guidance. This may vary in accordance with specialist service being supported. They act, and are employed, independently of NHSS Health boards and make recommendations for the appointment of Authorised persons. Authorising engineers (Medical gas pipeline systems)will have specialist knowledge of MGPS, contractual management, design, validation of design and systems, procurement procedures, statutory and legislative requirements, specification and be conversant with the relevant codes of practice, being employed independently of external organisations submitting potential Authorised persons (MGPS)for assessment.They act, and are employed, independently of NHSS Health boards submitting potential Authorised persons (MGPS) for assessment. Authorising engineers (Ventilation) will have specialist knowledge of all types of ventilation installations encountered in healthcare premises including supplies, air handling plant, heat recovery devices, filtration, heating and cooling, fire and smoke dampers, sound attenuation, specialised supply and exhaust systems, commissioning procedures etc. and in particular, those installations for which an Authorised person will assume responsibility on appointment. They act, and are employed, independently of NHSS Health boards submitting potential Authorised persons (Ventilation)for assessment. Authorising engineers (Water) will act as an independent adviser to the NHS Boards. The Authorised engineer will be appointed with a brief to provide services in accordance with all parts of the Scottish health technical memoranda (SHTM 00 and 04-01, all parts guidance, COSHH and HSE ACoP L8. This may vary in accordance with the specialist service being supported. The Authorising engineer (Water) should be suitably qualified for this discipline, with Chartered Engineer (CEng) status and with experience in healthcare. The organisation providing the service shall be a member of the Legionella control association and comply with its code of conduct. They act, and are employed, independently of NHSS Health boards submitting potential Authorised persons (Water)for assessment. Authorising engineers (Pressure systems) will act as an independent adviser to the NHS Boards. The Authorising engineer will be appointed with a brief to provide services in accordance with SHTM 00 and SHTM 08-08 and with the procedures required by The Pressure systems safety regulations (PSSR) 2000 including record keeping and certification as appropriate. This may vary in accordance with the specialist service being supported. The Authorising engineer (Pressure systems) should be suitably qualified for this discipline, with Chartered engineer (CEng) status, IHEEM Register and with experience in healthcare. The organisation providing the service shall be a member of the and comply with its code of conduct. They act, and are employed, independently of NHSS Health Boards submitting potential Authorised persons (Pressure systems) for assessment.
