Tender description

Powys County Council is seeking to engage with a single suitably experienced and competent supplier to design build and supply fifteen (15) 7.0 - 7.5 tonne and four (4) 12 tonne 3-way tip HGV vehicles. The tender is split into two lots, will be evaluated and awarded separately: Lot 1 — 7.0 - 7.5 Tonne 3-Way Tippers. Lot 2 — 12 Tonne 3 Way Tippers. The Council is tendering for the purchase of four (4) 12-tonne GVM 3 way tip HGV vehicles. Tenderers must note that Powys is a very rural county. The road network, including Trunk roads, comprises primarily single carriageway, with no motorways and only 3 miles of dual carriageway. There are many narrow roads and steep gradients and consequently the target is to purchase vehicles which are appropriate for operation in such terrain, with careful specification to maximise payload and manoeuvrability and in particular, to ensure that drivers / crew members can operate them safely on a single-person operation basis. Further, all vehicles supplied must offer excellent hill climbing ability and in-gear flexibility at GVM on single-carriageway roads, where the vehicle is limited to 50 mph by law. Dual carriageway operation will apply only rarely and therefore standard road haulage type gearing is not appropriate. All operations will be on-highway. The requirement is for a vehicle with a single drive axle only. At the time of writing, the Council has recently acquired proprietary Route Optimisation software and intends to subject its operating routes to thorough analysis. Consequently, this document requires detailed information in respect of vehicle dimensions and actual payloads.
