Tender description

Wexford County Council has commenced the preparation of the Wexford County Development Plan 2019-2025. This is a land use plan and as such must be subject to Strategic Environment Assessment (SEA) to satisfy the requirements of the SEA Directive (2001/42/EC) and associated national legislation and guidelines, an Appropriate Assessment (AA) to satisfy the requirements of the Habitats Directive (92/43/EEC), in particular, for the purposes of satisfying Articles 6(3) and 6(4) of that Directive and Part XAB of the Planning and Development Act 2000 (as amended). The Plan must also subject to an appropriately detailed Strategic Flood Risk Assessment (SFRA) to satisfy the requirements of the Section 28 Flood Risk Management Guidelines for Planning Authorities (Department of the Environment, Community and Local Government and Office of Public Works, 2009). Wexford County Council invites tenders from suitably qualified and experienced consultants to carry out the three assessments as one project. The Consultants will be required to part of the iterative plan preparation process and to assist with the making of policies and objectives which arise as a result of the SEA, AA and SFRA and which arise out of the relevant mandatory and discretionary objectives set out in the Planning and Development Act, 2000 (as amended) and the respective Guidelines. The consultants will be responsible for the implementation and management of all stages of the SEA, AA and SFRA processes in compliance with all relevant legislation and guidelines.
