Summary of the work NLEDP will replace legacy data systems, such as Police National Computer & Police National Database, with the Law Enforcement Data Service (LEDS). The Target Operating Model has been defined and a Service Architect is required to maintain this model and develop the Interim Operating Models required at each transitional state. Specialist role Technical Architect Expected Contract Length up to 24 months Latest start date Monday 5 March 2018 Early Market Engagement None Who Speclialist Work With The NLEDP existing team is a multi-disciplinary agile delivery team plus Business Change, Business Design, Data Migration, Technical Architecture and Service Architecture & Transition teams. These teams are comprised of civil servants, contractors and third party partner providers. NLEDP sits within the Police and Public Protection Technology (PPPT) Portfolio. Similarly the in-house Live Services support team is a mix of civil servant, contractor and third party partner providers. Both PPPT and Live Services teams are part of the HO Digital Data and Technology department. What Specialists Work On To engage with key stakeholders to develop service model, service architecture and support service transition plans for the multiple operating states that NLEDP will deliver; Assurance of service architecture products, including production of interim operating models; Assurance of service design activities that occur within the individual projects within NLEDP; Maintain the Target Operating Model (TOM), continual validation and refinement subject to end consumer consultation, stakeholder engagement and interim state implementation; Production of Service Definition Documents for each Interim Operating Model, including high level capability definitions for each capability identified as required in the Service Architecture. Skills & Experience • ITIL and Service Management experience • Experience of designing an integrated organisational structure, role profiles, culture, performance measures, competencies and skills to enable change • Ability to establish, and provide oversight of, an organisations approach to the use of information and IT • Experience of the overall financial management, control and stewardship of the IT assets and resources used in the provision of IT services • The ability to manage internal or external suppliers to ensure successful delivery of products and services required by the business • Ability to collect and use feedback from customers and stakeholders to help measure effectiveness of stakeholder management • Expertise in planning, implementation, control and review and audit of service provision to meet customer requirements • Expertise in multiple project methodologies including Agile delivery, Waterfall and Agile at scale (SAFe) • Experience of working in blended, multi-discipline, multi-vendor team environments • Experience of complex governance in a large organisation • Experience in risk, issue and dependency management • Ability to engage and influence at senior levels • Project management , typically involving the development and implementation of processes to meet business needs; acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, quality Nice to Haves • An understanding of the Law enforcement landscape • Experience of transitioning working/live services to in-house teams and/or other supplier teams – e.g. supporting and developing in-house capability and capacity and maintaining an exit strategy/handover • Experience of successfully delivering Service Transition outcomes for national organisations working in complex and highly regulated environments • The implementation of an integrated organisational structure, role profiles, culture, performance measures, competencies and skills to enable change • The achievement of formal confirmation that acceptance criteria have been met and that the service provider is ready to operate the new service when it has been deployed • Have experience of working with multiple cloud vendor technologies and tools (e.g Azure, UKCloud, AWS), have experience of working on migration between different cloud vendor technologies and on-premise to Cloud • Awareness of organisational and cultural change Work Location Croydon and Central London Working Arrangments A typical working day is 9am-5pm, however working outside of these hours may be required due to business/project need. The role requires flexibility as individuals may be required to work at any of the Customer premises and/or at supplier sites. Security Clearance Must be prepared to obtain SC level security clearance, required for access to Home Office facilities/deliverables, if not already SC cleared. Must also be prepared to undergo NPPV-3 (Non Policing Police Vetting Additional T&Cs n/a No. of Specialists to Evaluate 3 Cultural Fit Criteria • Experience of working with public sector organisations such as the Home Office • The ability to work within the spirit of the Civil Service code, as at https://www.gov.uk/government/publications/civil-service-code • Experience of working collaboratively with key stakeholders, successfully integrating with and managing relationships with third party partner providers, including SMEs • Ability to transfer knowledge & skills to Civil Servant team members • Transparent and collaborative when making decisions and recommendations • Seek constructive outcomes in discussions • Challenge assumptions but remain willing to compromise when it is beneficial to progress • Actively involve colleagues and partners to deliver an outcome • Personal management of time within a team • Make recommendations for decisions and options • Finds it easy to work with others, and has good teamwork and communication skills. This role has been initially assessed as being outside of IR35. This will be reassessed to confirm that this is still the case, at the point of contract award. 2. Despite the ITT title, the Essential and Nice To Have skills do not make any mention of Architectural skills. Is this intentional? This role needs to focus not just on the architecture, as per the ITT the service operating model has already been defined. The individual will be required to maintain that model but also work with the Service Transition Managers plus other stakeholders, on the implementation and transition, hence the focus on engagement and delivery not just design. 3. can you please provide an indication of the project budget/day rate A budget/day rate has not yet been set 4.
