Transport for London (TfL) are seeking a supplier to carry out third party vendor inspection for wagons being manufactured on behalf of TfL in the People’s Republic of China (PRC). TfL may hold an Early Market Engagement Day in order to further engage with prospective suppliers. In such a case, prospective suppliers responding to this PIN will be contacted regarding availability for a one day event expected between late April and May at our offices in London, UK. Please see “II.2.4. Description of the procurement (nature and quantity of works, supplies or services or indication of needs and requirements)” for a short description of expected requirements. This PIN is issued solely for the purposes of the market engagement. Any possible future procurement of any services, supplies or works by TfL would be carried out strictly in accordance with any relevant obligations under the Utilities Contracts Regulations 2016. We are in contract with a third party supplier, manufacturing in the PRC for 71 high capacity wagons for carrying spoil, ballast, track panels and other bulk materials for which this requirement would form part of our assurance process. Requirements identified include but are not limited to: — audits of supplier and subcontractors, — review of procurement activity for key and high risk components and materials undertaken within the supply chain, — inspection of manufacturing process, — auditing documentation and conformance to standards; supervising delivery. These requirements may be altered in response to project and/or financial constraints. This PIN is issued solely for the purposes of the market engagement. Any possible future procurement of any services, supplies or works by TfL would be carried out strictly in accordance with any relevant obligations under the Utilities Contracts Regulations 2016.
