Private Sector Litter and Dog Fouling Enforcement. 1) Darlington Borough Council require a suitably qualified and experienced contractor to provide enforcement services for litter and dog fouling to supplement the services it delivers. The majority of this work entails tackling offenders and the issuing of on-street fixed penalty notices under the Environmental Protection Act 1990 and similar environmental legislation. The enforcement described in this specification must be delivered in a way that ensures effectiveness and value for money. Enforcement interventions must be delivered in a way that is fair, compassionate, taking into account vulnerable sections of society, and proportionate and the quality of Employees delivering the function is critical to the reputation of the Council. The Contractor must have significant experience of issuing fixed penalty notices for one or more local authorities and have practical experience, skills and competencies from day one, and who can deliver a high quality enforcement service immediately from the commencement of the Contract.
