Tender description

Why the Work is Being Done The Met Police is going through an extensive period of transformation. Much of this transformation is ICT focused. The Met has a number of projects and programmes where enterprise architects form a key part of the team. The aim of this contract is to deliver Information Systems Architecture artefacts so that the Met can continue to deliver its transformation programme. Problem to Be Solved MPS Digital Policing requires additional architecture resources to deliver the change programme. Who Are the Users The end users are police officers and staff who need high quality dependable information systems to support policing in London. The immediate stakeholders are the Digital Policing enterprise architecture team, project management and senior management who need high quality analysis, design and documentation, consistent with governance, to deliver major IT transformation programmes. Early Market Engagement Work Already Done Existing Team All work will be done in collaboration with the enterprise architecture team and under DPS architecture governance. Current Phase Not applicable Work Location Work will be based in the London area. Principle sites will be Empress State Building, Lillie Road, SW6 1TR and Newlands Park SE26 5NF Working Arrangments Engagements will be managed through statements of work listing the outcomes and artefacts to be delivered. A catalogue of standard artefacts will be provided. Security Clearance Staff will need to be cleared through Met Vetting Additional T&Cs Skills & Experience Have experience in defining application patterns, including integration, messaging and data sharing via APIs with internal and external delivery partners. Have experience of defining the lifecycle of software delivery into hybrid environments including build, packaging and testing for both COTS and bespoke solutions Have worked in a secure environment (public or private sector) Be able to demonstrate the ability to deliver on an outcomes basis Have experience of presenting proposals to technical and non-technical audiences Have worked in a secure environment (public or private sector) Have experience in data modelling, sharing and data driven analytics Nice to Haves Has experience of organising architecture work according to TOGAF, Zachman or other well known framework Has writen application and data strategies for 1 to 5 year horizons Have experience of introducing new data processing technologies into an organisation such as machine learning and artificial intelligence. No. of Suppliers to Evaluate 3 Proposal Criteria Please provide a statement of your understanding of the requirements accompanied by a risk profile covering both risks to the Met and to yourselves as the potential supplier (40%) Please provide the process and timeline from draft Statement-of-Work to commencement of work (30%) Please explain how staff can commence work quickly after the supplier is commissioned (30%) Cultural Fit Criteria State their account management model through the contract lifetime (10%) Explain how the delivery of outcomes and artefacts will be tracked and managed (35%) Explain how they will engage with the formation of new projects prior to SoW, including the proposal of new opportunities in Infrastructure (35%) Demonstrate past experience of working constructively in a multi-supplier environment (20%) Payment Approach Capped time and materials Assessment Method Written proposal Case study Presentation Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers Budget range payment will be by delivery of outcomes. however the underlying dayrates will be at public sector sfia day rates
