Tender description

On 23.7.2017 a Contract Notice (2017/S 140-287970) was published on OJEU seeking to award five geographically based long term care and 2 geographically based reablement contracts. Following the procurement, 3 of the 5 geographically based long term care contracts were awarded. Camden Coiuncil now seeks to award the remaining 2 contracts. The services aim to deliver support on a localised neighbourhood basis by building a collaborative partnership approach between GPs, social workers, and the voluntary and community sector. This will improve communication, coordination of care, reduced travel time for care workers, therapists and community nurses and offer improved working conditions as well as enhanced quality of care. The Services will provide: — support to maintain well-being or prevent deterioration reducing the need for hospital or residential care admission, and — long term care and support with personal care, minor physical health care and support with daily living. Camden Council is intending to award Contracts for the provision of long term care and support in Camden West (Lot 1a) and Camden North East (Lot 1c). The initial term will be for 5 years with the option to extend for a further 2 periods of 1-year each. It is anticipated that within the first 2 years of the contract, providers will also deliver Continuing Health Care care packages. The Services come under Chapter 3, Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. Under Regulation 76, Camden Council may determine the procedure to be applied in connection with the award of the Contracts. The process will be a 2 stage process with evaluation being against selection criteria and award criteria. Full details are in the Instructions to Tenderers. Selection criteria consists of questions assessed both on a pass / fail and scored basis. Tenderers will be required to meet the minimum standards specified within the selection criteria and be ranked 6 or higher (based on the assessed scores at selection stage) prior to their Tender being considered for evaluation against the award criteria. Following assessment of the selection criteria, Camden Council intends to then evaluate the Tenders of the 6 highest scoring organisations from the selection criteria for each Lot.
