Tender description
DFID will be organising an early market engagement in order to inform the design of its new education – Partnership for Learning for All in Nigeria (PLANE). PLANE will be DFID Nigeria’s overarching education programme, and will be taking over from the existing programmes in DFID Nigeria’s current education portfolio. The programme’s proposed impact is “More children and young people acquire knowledge and skills that enhance their life chances”, and the proposed outcome is “State and non-state basic education systems deliver better quality learning for children, including for marginalised groups”. It will focus on Kaduna, Kano, Yobe and Borno states (as access permits), whilst providing support to the federal government and ensuring flexibility to enable change in geographic focus if required. This Business Case is in the process of being developed. However it is likely that it will include: — support efforts to increase efficient and effective use of government financing for education service delivery, — enhance curricula, assessment, monitoring & communications systems to promote performance, — improve effectiveness of non-state sector in delivering basic education, — more effective human resource management of key personnel in basic education system, — more inclusive and better managed schools to enable greater participation and learning, — effective teaching and learning approaches in use (pre-service & in-service), — families and communities tackle social & cultural barriers to participation and learning, — media, academics, civil society, communities promote transparency and performance, — more resilient systems and more effective interventions for children affected by conflict, DFID Intend to hold pre Business Case Early Market Engagement Events as detailed below. — early market engagement for education programme (British High Commission, Abuja) - Tuesday 24.4.2018, 2:00 - 4:00 pm, — early market engagement for education programme (DFID Office, Whitehall, with VC connection to Abuja) – Thursday 10.5.2018, 2:00 - 4:00 pm.
