Development of Modelling and Cost Data for Part L Dwellings RIA

Tender description

The objective of this request for tenders is to invite proposals from suitably qualified service providers and to appoint one successful service provider to complete a report using calculations for the proposed Building Regulations Part L 2018 Technical Guidance Document (TGD) - Dwellings by modelling a set of residential buildings using the Dwelling Energy Assessment Procedure (DEAP) to be provided for the Department of Housing Planning and Local Government. The modelling will identify and evaluate a set of improvements to fabric, services and renewables to achieve an improvement in the order of 70% for a set of typical new residential buildings compared to Building Regulations Part L 2005. In addition to specifying the improvements the change in capital costs required to achieve these improvements is also required. The specifications for each dwelling type are available in the 2013 EPBD Cost Optimal Study. The output of this study will be used in the Regulatory Impact Assessment(RIA) for Building Regulations Part L 2018 TGD L Dwellings and must be provided in a report that can be referred to by the RIA and is suitable for publishing for public information.` Energy performance modelling should be carried out in DEAP available to download from SEAI website.
