Tender description

Liverpool Council ("the Council") wishes to appoint consultants to undertake a study of the demand for Hackney Carriages within the City of Liverpool. This will require a detailed investigation into the structure of the public hire service and how it operates. The principal objective is to determine whether there is any evidence of significant unmet demand for Hackney Carriage services and, depending on the result, to consider whether changes are required to the number of vehicle licences approved by the City Council. The consultants will be expected to make recommendations with specific reference to Section 16 of the 1985 Transport Act. This will specifically include, latent demand and consumer needs. The consultants will be expected to engage with relevant stakeholders at appropriate times throughout the duration of their enquiry. Keywords: Consultancy, Taxi demand
