Tender description

Portsmouth City Council (the 'Council') as Competent Harbour Authority for Portsmouth International Port intends to enter into a 5 year contract commencing on 1.6.2018 with Associated British Ports for the provision of Pilot Boat services. Portsmouth City Council (the 'Council') as Competent Harbour Authority for Portsmouth International Port intends to enter into a 5 year contract commencing on 1.6.2018 with Associated British Ports (ABP) for the provision of Pilot Boat services. The Council undertook OJEU advertised compliant procurement processes in 2007 and 2012 with ABP winning on both occasions. ABP will continue to use the Pilot Boats which have been utilised to deliver the service since they won the contract as a result of the competitive procurement process undertaken. Rather than undertake a costly procurement process in which ABP as the incumbent contractor would have a very significant advantage in respect of capital outlay for equipment the Council intends to continue with its existing arrangements with ABP via direct negotiation without a call for further competition.
