Tender description

The Strategic partner would support procurement delivery activities in 4 critical areas; 1. Develop procurement strategy that drives business value and delivers Highways England imperatives. 2. Working with Highways England stakeholders in a time driven environment, develop and assure a set of contract documents that comply with EU/PCR 2015 Regulations based on NEC3/4 model documents tailored to meet business needs. 3. Execute tenders to marketplace to evaluate, select and award contracts. 4. Manage existing frameworks to deliver task order activity for business need. Highways England was formed as a government-owned company in April 2015, regulated by the Office of road and rail (ORR). We are responsible for operating, maintaining and improving England’s motorways and major A roads. Consider that a third of all traffic, two thirds of heavy goods vehicles, and 98 % of UK businesses rely on them, and you can see why our roads, and what we do, matters so much. Between 2015 and 2020, we will deliver 15 000 000 000 GBP of investment across more than 100 major road schemes. Our employee base is distributed around the country. It includes a uniformed Traffic officer service who serve in 7 regional control centres and a National traffic operations centre, who patrol key areas of the network from out-stations around the strategic road network. We also have professional and administrative staff based in 7 offices around the country. As a result of the unprecedented delivery programme and resource constraints, procurement is exploring the benefit of appointing a Strategic procurement partner to support services over the next 18 months. The Strategic partner would provide a combination of capable procurement resource to increase our capacity and minimise risk to delivery of key business objectives. The Strategic partner would support procurement activities to deliver in four critical areas; — Develop procurement strategies that drive business values and achieve Highways England imperatives. — Working with Highway England stakeholders in a time driven environment, develop and assure a set of contract documents that comply with EU/Public Contracts Regulations 2015 based on NEC3/4 model documents tailored to meet business needs. — Execute tenders to the marketplace to evaluate, select and award contracts. — Manage existing frameworks to deliver task order activity for business need. — Transfer knowledge and expertise. Span of Resource Requirement could include: — Senior procurement managers. — Procurement managers. — Procurement officers. — Programme management office (PMO). — Stakeholder managers. — Framework managers. — Commercial managers. — Contract development partners. — Senior contract development partners. We require access to specialist procurement talent pools to work with us, ensuring procurement projects are realised as required by the business effectively, to time, quality and within budget. Ensuring that the desired outcomes and agreed proposals offer not only a viable solution to Highways England but also demonstrate the Most economically advantageous Tender for both the organisation and tax-payer. Provide effective procurement advice and guidance to a range of business partners, agreeing procurement strategies to suit tactical and strategic sourcing and delivering these agreed bespoke options/solutions whilst ensuring compliance to Highways England internal governance processes as well as statutory procurement requirements. A working knowledge and experience of NEC forms of contracts is desirable as is previous exposure to Alliancing methodologies. Manage the procurement cycle using e-Tender systems Bravo solutions, e-Award and e-PIMS (from identifying the need, appraising suppliers and invitation to tender). Selection and evaluation of tenders, including validation and consensus meetings, supplier feedback and business partner support following award of contract. Contribute to the development of the Collaborative performance framework (CPF) to support with monitoring supplier performance and addressing performance issues confidently and successfully. Knowledge of QS techniques and the construction industry is advantageous as you will be expected to confidently challenge with rigour the achievability of cost and quality. Work collaboratively with others to deliver our projects on time and to tight deadlines without compromising standards of governance and Public Contracts regulations 2015 by engaging actively with staff at all levels.
