Tender description

Financial Lives Survey with 8 lots. The survey is biennial, with the work required to plan, run and report the survey lasting two years. This Contract covers 2 cycles (Cycle 2 and Cycle 3) with an option to extend one further cycle (Cycle 4), Cycle 1 of the Financial lives survey has been completed. The FCA will be making a number of changes to the questionnaire for the second cycle of the survey, as well as for the first time combining several lots under one Contract. The tenderer should implement the same (or an improved) approach to sampling and recruitment for the online survey as implemented in Cycle 1; programme and host the online survey, including a pilot; and provide the survey data (cleaned and with weights appended), online and face-to-face responses combined, ready for producing data tables. The tenderer should implement the same (or an improved) approach to sampling and recruitment for the face-to-face survey as implemented in Cycle 1, and conduct all fieldwork, including a pilot. The tenderer should provide a full data tables specification (taking the cycle 1 tabspec as their starting point) and produce for Cycle 2 full sets of unweighted and weighted data tables, as well Cycle 1 to 2 tracking tables. The tenderer should act as a consultant, working with other suppliers, to verify approaches to sampling and weighting. The tenderer should deliver qualitative research that complements the large-scale quantitative survey, including depth interviews with selected survey participants, and exercises (such as online focus groups and deliberative research) in which FCA staff can participate. The tenderer should author, working with the FCA, either a large-scale survey research report or a series of shorter reports; these reports will include qualitative research results produced in Lot 5. The reports will demonstrate changes in results, or the status quo, between cycles. The tenderer should author, working with the FCA, a report for FAMR (Financial Advice Market Review) that demonstrates changes in results, or the status quo, compared to findings from the Cycle 1 quantitative survey. The tenderer should deliver the qualitative research (probably depth interviews) and author, working with the FCA, a report for FAMR (Financial advice market review), using qualitative research to provide additional research findings or help to understand some of the findings from the Cycle 2 quantitative research.
