Why the Work is Being Done This HAPMS support and maintenance contract is to continue to support a key system that currently holds all definitive data for Highways England pavement assets, its network definition, inventory and condition data until the implementation of the Integrated Asset Management Information System (IAMIS). This is for a period of up to 2 years. Problem to Be Solved Highways England requires support of their Pavement Management solution. The service provider will need to support both the current HAPMS environment and assist in the transition to any new solution. Pavement Management is a key area of the business and requires significant civil engineering knowledge as well as IT centric abilities to maintain the existing and future solutions. This contract requires support of the existing legacy system that resides in out of support Windows 2003 environment. The service will also need to provide a helpdesk and provide advice on the use of the system to deliver engineering outcomes. Who Are the Users Users of the system are Highways England staff and related supply chain and they are required to maintain Highways England’s pavement data as well as interrogating the system to determine suitable pavement renewals works. Early Market Engagement Not Applicable Work Already Done Not Applicable Existing Team Support to the existing HAPMS system is provided by Leidos as part of a wider team including Atos, Pitney Bowes, and TRL. Current Phase Not applicable Work Location The service is to be delivered remotely however occasional meetings at Highways England or supply chain offices located within England will be required. Working Arrangments Working closely with the software supplier, hosting provider, and Highways England both on site and off site Weekly update and review meetings will also be held via tel conference call or Skype The supplier is expected to stand up a team made up of the specialist skills required to deliver this service to Highways England. Security Clearance In line with standard Highways England security checks. Additional T&Cs Highways England will use the standard DOS2 contract. Skills & Experience Have suitable Technical knowledge of Pavement Management systems and associated applications needed to manage the service. Provide staff with suitable ICT and civil engineering experience to provide advice and training on the use of HAPMS to achieve engineering outcomes. Support the HAPMS product and ensure its ongoing availability at 99.5%, within an ITIL V3 aligned service model Close working relationship with hosting suppliers and working in a multi-supplier model. Close working relationship with Highways England, and experience of collaborative working with customers across a range of projects and services Have demonstrable experience of managing a Pavement Management Solution in a live operating environment for a Large Organisation and its 3rd Parties.
