Why the Work is Being Done To ensure detainee’s in temporary places of detention receive the same medical care and treatment as a person outside of temporary custody. In addition to this, to ensure continuity of care for any detainee in the criminal justice system. To aid this approach, any healthcare professional within this setting, should have the means of connecting via the HSCN network, utilising an NHS PC and Smartcard to connect to NHS SPINE services. Problem to Be Solved Partner required to support the programme team with the following services: Supporting the programme outcomes Supporting Governance throughout the programme Supporting the objectives of all Projects within the overall programme Supporting the programmes team by utilising an industry standard project management methodology i.e. PRINCE 2 across multiple projects Data Gathering to ensure all service user are engaged and their requirements documented and defined with appropriate assurance and sign off Ability to issue NHS Smartcards Who Are the Users There are approx. 200 places of detention e.g. Police Custody suites and courts in England. There are various healthcare provider, both private and public sector providing care in the temporary estate. Early Market Engagement n/a Work Already Done There are many live projects currently underway by the operational delivery team. The work we require from this outcome framework is partially done by the operational teams on a project by project basis rather than managed centrally in a cohesive and comprehensive fashion. Existing Team The existing operational delivery team is a blend of FTEs complemented by contract staff and specialist companies. Current Phase Live Work Location St Leonard's Hospital, Nuttal Rd, London, N1 5LZ This is the main office base but any staff engaged must be willing to travel nationwide for meetings etc at short notice if required. Working Arrangments Onsite at the office at St Leonard's Hospital is required, apart from when attendance at meetings is required elsewhere. Security Clearance All staff engaged on the programme must be security cleared to: • Warwickshire Police security clearance • Metropolitan Police security clearance Additional T&Cs standard contract Skills & Experience Have demonstrable success in the delivery of NHS networks and ICT infrastructure projects within the last 36 months, using industry standard methodologies, processes and procedures in Police Custody and Courts Demonstrable experience of matrix-managing a multi-disciplinary programme team within the last 12 months. Have demonstrable experience in reporting, planning, risk, dependency, financial and change management aspects of a healthcare projects in Police Custody and Courts within the last 24 months Demonstrable expertise in the transition of projects into a live service environment within the last 24 months Experience of working in places of detention delivering ICT networks, infrastructure and services Experience and knowledge of design and implementing an ICT refresh solution in Police Custody Healthcare Experience and knowledge of design and implementing and electronic medical record (EMR) in Police Custody, Courts and CRC organisations. Demonstrate a detailed understanding of criminal justice pathways and the role and position of healthcare delivery within those pathways Extensive experience of project management of SPINE compliant NHS Electronic Medical Records Systems Experience in the last 12 months of project managing integrated clinical systems for police custody, courts and liaison and diversion services Experience in the last 12 months of working with various organisations including the Police Information Governance (IG) teams and demonstrate projects undertaken that had a substantial IG element.
