Voluntary Ex-Ante Transparency (VEAT) Notice for the Royal Navy Surface Ships and Submarines Operational Signature Ranging and Assessment In-Service Contract. 1. The Warship Support Central Engineering Team, part of the UK Ministry of Defence, intends to place a 10 year contract with QinetiQ for Signature Ranging and Assessment. It is considered that this requirement can be placed using the Negotiated Procedure without Notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons. This is because the Subject Matter Expertise to operate the ranges to capture the required data and then to process, analyse and otherwise manipulate that data captured to make sensible and qualified judgements on how best to optimise the onboard systems to minimise the vessels signatures resides with QinetiQ.
