Summary of the work A Team of (approx) 2-3 Junior or mid level data scientists is required to support the FCA in delivering Analytics capability across the organisation through a variety of projects. Expected Contract Length 3 months Latest start date Thursday 22 March 2018 Budget Range Estimated £50,000 inc VAT over 3 months Why the Work is Being Done As part of our Data Strategy The Financial Conduct Authority is increasing it's advanced analytics capability. Regtech and Advanced Analytcis (R&AA) will lead the development of organisation-wide capability to support a more analytics-led regulatory approach. Such projects could target improved operational efficiency and process automation, enhanced understanding of firms and markets, and/or better risk identification (through exploitation of varied data sets and analytics techniques). Potential use of: Artificial intelligence, text analysis techniques, unsupervised machine learning and clustering techniques, natural language processing tools to extract and collate key information Problem to Be Solved Outcomes: Provide support for a variety of analytics projects including existing projects on Webscraping & NLP alongside new projects still being scoped. Build credibility and demonstrate the value of analytics to various FCA stakeholders through outputs and communication skills Integrate resources so they work effectively as part of the FCA Analytics team with FCA involvement in performance management Provide key technical skills required by the FCA team with the ability to provide some limited support and access to wider organisational expertise where required Participate in the development of the department e.g. through helping run study group sessions Who Are the Users The R&AA Department supports users from across the FCA, in a variety of different divisions, dependent on the project this currently includes: Supervision, Enforcement and Operations Early Market Engagement N/A Existing Team The R&AA Department is a relatively new team, it is comprised of a mixture of FCA Resource, External secondees and other third party suppliers. Current Phase Not applicable Skills & Experience • The supplier must have experience in fully integrating data science consultants into an existing client team • The supplier must be able to support project resource with access to training or knowledgeable experts where required • Project resources must have experience and/or accredited training in R or Python • Project resources must have experience and/or accredited training in Visualisation, Spotfire or Tableau • Project resources must have experience and/or accredited training in Visualisation, Spotfire or Tableau • Project resources must have experience and/or accredited training in Working with large data sets • Project resources must have experience and/or accredited training in Supervised Data Science methods (e.g. stepwise, forward stagewise, LASSO, random forest, support vector machine, bagging etc.) • Project resources must have experience and/or accredited training in Unsupervised Data Science methods (e.g. clustering techniques, k-nearest-neighbour methods) Nice to Haves • Project resources should have experience and/or accredited training in SQL, VBA and Graphing e.g. Neo 4J • Project resources should have experience and/or accredited training in communication skills • Project resources must have experience and/or accredited training in presentation skills Work Location 25 The North Colonnade Canary Wharf London E14 5HS Working Arrangments The supplier will be expected to work onsite Security Clearance Standard FCA Security checks and confidentiality agreement - short SLA No. of Suppliers to Evaluate 3 Proposal Criteria • Technical skills and experience • Team structure • Value for money Cultural Fit Criteria • Proven experience integrating consultants into an existing team • Supply staff with a positive attitude, independence and a desire to innovate and make a difference • Have a strong record on staff diversity • https://www.fca.org.uk/careers/working-here/our-culture Payment Approach Capped time and materials Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers 1.
