Soft Market Testing for Employee Engagement Tool

Durham County Council (DCC) is looking to conduct a future procurement exercise for an Employee Engagement IT system which will enable our workforce of X people to share their ideas and thoughts on the Council’s Transformation Programme, helping to shape and be involved in the delivery of change. Prior to issuing an Invitation to Tender document (ITT) the Council has decided to engage the market in a soft market test to understand what is available from suppliers. To successfully deliver our Transformation Programme, we need to further develop the culture within the organisation, changing the ‘hearts and minds’ of our employees. Gaining the views and ideas of our employees, as well as involving them in transformation projects is extremely important to us. Empowering our workforce will help transform our culture from a traditional ‘command and control’ style, to a more ‘people centred’ approach. Having a modern digital system to help employees contribute to the success of the delivery of the Transformation Programme, through conversations, challenges, ideas, recognition and reviews, would help employees feel included, trusted and would allow employee engagement to be more transparent.
