Tender description

Littering, spitting, dog fouling and antisocial behaviour affect the quality of the local environment and have an adverse impact on how places look and feel. These activities also influence how an area is perceived by residents, workers, visitors and investors. In order to ensure that the environment is kept clean and safe the London Borough of Redbridge (“the Authority”) wishes to procure an Environmental Enforcement Service. The Authority has a requirement for the provision of littering and other street enforcement services. This service will be delivered by sufficient number of Enforcement Officers to cover the required hours; the Contractor shall ensure there is on site supervision by a Team Leader and appropriate administrative support. The primary objective of the Enforcement Officer is to patrol identified areas of the Borough and issue FPNs to those people found committing specified offences. The Service will focus on areas of high footfall, such as Train Stations and Town Centres which are prone to littering and other anti-social behaviour. FPNs will be issued where on any occasion an Enforcement Officer finds a person (18 years of age or over) who he/she has reason to believe has on that occasion committed an offence under the powers delegated to them by the Authority. He/she shall give that person a notice offering them the opportunity of discharging any liability to conviction for that offence by payment of a fixed penalty. A person can expect to be prosecuted if they fail to pay the FPN and the Contractor will be required to send reminder letters to those who have not paid followed by the preparation of prosecution files for those who then do not pay within the given payment period. The Contractor shall employ the agreed number of experienced, competent and suitably trained staff for the performance of the requirements of this contract, ensuring Enforcement Officers are of good character, polite and confident, with experience of dealing with conflict situations. The Contractor shall ensure all Enforcement Officers are DBS checked, and fully trained in and understand the parameters of administering the legislation in relation to the specified offences. Enforcement Officers will at all times operate within the Local Authority’s Code of Conduct and Enforcement Policy. Staff training records to be provided upon request. The Contractor shall ensure Enforcement Officers can communicate effectively, both written and orally, to ensure that they can communicate clearly and effectively with members of the public and can make clear, legible notes at all times. Officers able to speak community languages would be desirable due to the diverse nature of the London borough of Redbridge. The Contractor shall deploy Enforcement Officers to patrol in areas identified by the Authority including streets, parks and town centres within the boundaries of the borough. When a specified offence is witnessed they will approach the individual and issue them with a FPN. Due to the heavy foot traffic in densely populated and commercially visited areas in the borough, initially specific areas to be targeted include but not limited to the list below as this will change overtime. Any changes will be made known to the contractor by the Authority: — British Rail and London Underground stations, — Ilford Town Centre, — Barkingside Town Centre, — Chadwell Heath and Goodmayes High Roads, — Manford Way, — South Woodford, — Wanstead High Street, — Seven Kings High Street, — Gants Hill, — Ilford Lane.
