The medium term financial constraints for the City of Wolverhampton Council present the organisation with significant challenges in continuing to deliver priorities for the City. Over previous years the Council has successfully managed to shape and size services to maintain delivery of priorities within budget. However; this is getting increasingly difficult to achieve and there is a need for the Council to redefine how it works across services, with partners, and how it can deliver priority outcomes, which are sustainable across the medium term financial outlook. We have started the process of Outcome based planning, to align all services, their outputs and outcomes to the delivery of our Council’s priorities. At its highest level, this will allow the Council to clearly define its investment portfolios and return on this investment. Service re-design and substantial savings are already being delivered by adopting a similar approach. The Council is now looking to extend this across all services and Council priorities, excluding Children’s Services.
