Tender description

Swansea Council has published this Prior Information Notice (“PIN”) to try and identify potentially interested organisations that have expertise and experience in providing a hosted Cloud solution for an ERP system. Swansea Council is a Unitary Authority in South West Wales serving a population of c240 000 people, with a total workforce of c11 000 employees. The Council uses the Oracle eBusiness Suite as its ERP solution. Implemented in 2006, the solution was upgraded to R12.1.3 in March 2013. It is run on-premise and the infrastructure was refreshed in 2013. Our footprint includes financials, procurement, HR, payroll, projects and inventory operations, with interfaces to a range of line of business systems. As well as these EBS modules, we have also implemented Oracle Field Services Cloud. We would interested in hearing from you if you: — Have a robust and proven record in migrating a customer from an on-premise solution to a cloud hosted one. — Are able to demonstrate experience of providing ERP as a service and managing the licenses with the software provider on behalf of the Customer. — Have a proven track record of using a hybrid approach to support and development alongside third party developers/support. At this stage, the Council is seeking to determine the most appropriate approach to any future procurement exercise and therefore seeks the views of interested parties to help inform the process. To this end, interested parties are invited to initially submit a response to Cathy Silvey, Cathy.silvey@swansea.gov.uk no later than 30.4.2018. It is anticipated that supplier open days and/or conversations will follow: 1. Name of your organisation and brief description of its background and experience; 2. Would you be interested in tendering for the services described above? If so, please provide brief details of what you are able to provide; 3. Any other comments/suggestions i.e. possible value-adds and information on any contractual considerations. Not responding to this Prior Information Notice shall not prevent any contractor from participating in any future procurement process. The publication of this Prior Information Notice does not signify the beginning of any formal procurement process and does not constitute a commitment by the Council to undertake any future procurement process. The Council may withdraw or amend any information contained in this Prior Information Notice at any time and without notice.
