The Council continues to drive to increase the number of Direct Payment holders and the commissioned Direct Payment Support Service provides the necessary elements to support Direct Payment holders to have increased choice over their care and support provision: — Information, Advice and Guidance. — Payroll Support Service. — Fundholding. — Management of SHIP PA Register. The key aims of this provision is to promote the effectiveness of direct payments for social care personal budget holders (and potentially health personal budget holders) and to ensure that direct payment users in Southend are able to use them to lead fulfilling lives as independently as possible.
