Tender description

Partnerships for Forests (P4F) is a 56 000 000 GBP 5 years grant and technical assistance programme, funded by the UK Department for International Development (DFID). DFID has contracted Palladium to manage the programme. So as to verify that recipients of P4F grant funds have expended those funds in accordance with the terms of their grant agreements, Palladium seeks to procure an auditor to conduct audits on a number of grants between 2018 and 2020. The procurement will consist of 4 Lots and an auditor will be procured for each of the regions where P4F operates (East Africa, West & Central Africa, South East Asia, and Global – the P4F Regions). Each auditor will be contracted through a framework /call down contract. A single organisation or consortium may submit a bid covering all four P4F Regions, 3 of the 4, 2 of the 4, or only 1 of the P4F Regions. This notice is been published on OJEU on a voluntary basis to ensure a fair and transparent procurement. The objective of this assignment is for the auditor to carry out the specific tasks listed in the scope of the assignment (detailed in the ITT) and upon completion to submit to Palladium a report of factual findings. The auditor will be expected to provide an overall assessment of whether the grant was expended in accordance with the terms of its grant agreement by the grantee. A single organisation or consortium may submit a bid covering all 4 P4F Regions, three of the 4 P4F Regions, 2 of the 4 P4F Regions, or only one of the P4F Regions.
