Tender description
There is a requirement to have a framework agreement in place with a number of suppliers to supplement the existing labour resources of Midlothian Council Roads Operations. The additional resources are expected to provide a variety of labour and plant to assist in the delivery of the Winter Maintenance Services as weather conditions dictate. Bulk Gritters — inclusive of a driver and fuel to assist the Authority in the treatment of public roads during periods of Snow and prolonged severe weather. This typically extends to 7 or 8 snow days per year and 3 flood days per year, although as this is due to meteorological conditions, no guarantee can be given as to the extent of the works. Operated plant, including fuel, for use in the treatment of snow, ice as well as precautionary salt treatment. The provision of HGV Drivers qualified to SVQ level2 in winter maintenance or equivalent logistics training to support the Authority during periods of Snow and prolonged severe weather. This typically extends to 7 or 8 snow days per year and 3 flood days per year, although as this is due to meteorological conditions, no guarantee can be given as to the extent of the works. The provision of plant and vehicles suitable to support the Authority to provide a Winter Maintenance Service in line with its statutory duty under Section 34 of the Roads (Scotland) Act 1984 during periods of Snow and prolonged severe weather. This typically extends to 7 or 8 snow days per year and 3 flood days per year, although as this is due to meteorological conditions, no guarantee can be given as to the extent of the works. Labour resources — provision of 3 person crews including pick-ups and or vans with trailers capable of taking up to 1 tonne salt / grit for clearing snow from footways or spread salt during periods of snow and prolonged severe weather. This typically extends to 7 or 8 snow days per year and 3 flood days per year, although as this is due to meteorological conditions, no guarantee can be given as to the extent of the works. Mini Excavators will also be required with an operator to clear snow and ice as instructed.
