Tender description

Further to the PIN that Leidos Supply Limited (LSL) published on 9.8.2017 in Contracts finder and TED (TED reference: 2017/S 153-316626) LSL are issuing this second PIN in order to keep the market updated and to announce the first phase of this tender. LSL still intend to award a number of call-off contracts against framework agreements, however the exact number of contracts is still to be determined. It is possible that any resulting contract(s) may eventually form part of an electronic catalogue (e-catalogue) solution. LSL intend to issue the tender for the first phase of miscellaneous tool items, approximately 600, around May of this year. The values; CPV codes and descriptions in this PIN relate to the above referenced first tender phase only. LSL will issue more PIN updates concerning further tenders in phases for another 6000 to 9000 items in due course. It is hoped that all tender phases will be completed by the middle to end of 2020. LSL has an enduring requirement for the supply of a range of tools (6500 to 9500 in number) and power tools (around 500 in number) for the MoD and intends to run several tenders with a view to awarding framework agreements, the first of which is targeted to commence supply from Quarter 4 2018. Please note that this number could be subject to change, and is purely for indicative purposes at this time. The first tender is expected to contain products used by the army, navy and air force, including but not limited to the following: — Abrasives. — Artist brushes. — Decorating items – Including brushes; Rollers; Sprayers and wire brushes. — Workshop tools including vices. — Toolboxes and foam inserts. — Scalpels/Blades. — Picks; shovels and Wrecking bars. — Various miscellaneous items – Which may include blacksmiths items. See also “Relevant CPV Codes”. As part of the planned procurement, LSL may also require an e-catalogue solution to enable the end users to place orders directly with the successful supplier(s). This would either be operated using a LSL e-catalogue, or through LSL’s use of supplier(s) existing e-catalogue solutions probably via an Electronic data interchange (EDI). In order to test the ability of industry to be able to deliver this requirement LSL may conduct market engagement which may or may not include an Industry Day, without commitment prior to the issue of any tender. Any organisation requiring additional information or wishing to participate in the Industry Day should contact LSL by e-mail using the point(s) of contact within this bulletin. Non-participation in any Industry Day will not be taken into account in any future procurement activities or preclude any organisation from submitting a tender in any future competition. LSL will not meet any costs incurred participating in the Industry Day. This prior information notice is not a means to submit a formal expression of interest in respect of any potential tender. Any resultant requirement will be subject to the EU Public Procurement Regulations and respective advertising action.
