Who Speclialist Work With The NLEDP existing team is a multi-disciplinary agile delivery team plus Business Change, Business Design, Data Migration, Technical Architecture and Service Architecture & Transition teams. These teams are comprised of civil servants, contractors and third party partner providers. NLEDP sits within the Policing and Public Protection Technology (PPPT) Portfolio. Similarly the in-house Live Services support team is a mix of civil servant, contractor and third party partner providers. Both PPPT and Live Services teams are part of the HO Digital Data and Technology department. What Specialists Work On Manage Service Transition Plan. Mobilisation and management of resources, facilitating and tracking progress across service suppliers (internal HO teams and external suppliers). Review of local processes / work instructions, in support of creation of the Service Design Packs. Collate or assure Service Design Pack(s) created by service delivery organisations, or create where required for internal delivery. Assure delivery of tooling configuration requirements and implementation. Manage communication and knowledge transfer including documentation between teams. Define and agree Acceptance into Service Criteria. Agree deliverables and dependencies with teams; Scope, agree, plan and mobilise the governance required for each interim operating model implementation. Where the Work Takes Place Croydon and Central London Early Market Engagement None Working Arrangements A typical working day is 9am-5pm, however working outside of these hours may be required due to business/project need. The role requires flexibility as individuals may be required to work at any of the Customer premises and/or at supplier sites. The role is currently deemed out of scope of the IR35 regulations. However, at the point of contract award to a successful supplier, the IR35 assessment will be re-visited based on the individual circumstances of the DOS Specialist. Work Location Croydon and Central London Security Clearance Must be prepared to obtain SC level security clearance, required for access to Home Office facilities/deliverables, if not already SC cleared. Must also be prepared to undergo NPPV-3 (Non Policing Police Vetting). Additional T&Cs n/a Skills & Experience ITIL and Service Management experience in the implementation of a service design for enterprise solutions, applying ITIL processes when transitioning to a range of service groups and/or new capabilities Expertise managing transition of service groups to successful delivery in Programme covering all required Transition workstreams - security, test, operating model, communications, readiness, staff onboarding, cutover, early life support). Expertise in developing and executing the plans for transition and early life support of each service group with all relevant service providers Experience of transitioning working/live services to in-house teams and/or other supplier teams – e.g. supporting and developing in-house capability and capacity and maintaining an exit strategy/handover Expertise in developing and executing the knowledge transfer plan for each service, to ensure that all necessary staff have gained sufficient information to support the ongoing running of the service Ability to achieve formal confirmation that acceptance criteria have been met and that the service provider is ready to operate the new service when it has been deployed Ability to identify and manage internal or external suppliers to ensure successful delivery of products and services required by the business Experience of successfully delivering Service Transition outcomes for national organisations working in complex and highly regulated environments Able to implement an integrated organisational structure, role profiles, culture, performance measures, competencies and skills to enable change Expertise in multiple project methodologies including Agile delivery, Waterfall and Agile at scale Experience of working in blended, multi-discipline, multi-vendor team environments Experience of complex governance in a large organisation Risk, issue and dependency management skills Ability to engage and influence at senior levels Nice to Haves An understanding of the Law enforcement landscape The design of an integrated organisational structure, role profiles, culture, performance measures, competencies and skills to enable change The establishment and oversight of an organisations approach to the use of information and IT The overall financial management, control and stewardship of the IT assets and resources used in the provision of IT services Have experience of working with multiple cloud vendor technologies and tools (e.g Azure, UKCloud, AWS), have experience of working on migration between different cloud vendor technologies and on-premise to Cloud Awareness of organisational and cultural change No. of Specialists to Evaluate 3 Cultural Fit Criteria Experience of working with public sector organisations such as the Home Office The ability to work within the spirit of the Civil Service code, as at https://www.gov.uk/government/publications/civil-service-code Experience of working collaboratively with key stakeholders, successfully integrating with and managing relationships with third party partner providers, including SMEs Ability to transfer knowledge & skills to Civil Servant team members Transparent and collaborative when making decisions and recommendations Seek constructive outcomes in discussions Challenge assumptions but remain willing to compromise when it is beneficial to progress Actively involve colleagues and partners to deliver an outcome Personal management of time within a team Make recommendations for decisions and options Finds it easy to work with others, and has good teamwork and communication skills.
