Tender description

As the Entrusted Entity for implementing the Copernicus Atmosphere Monitoring Service (CAMS), ECMWF issued an Invitation to Tender (ITT) for evaluation and quality assurance (EQA) activities, one of the main activities in support of CAMS users. The main outputs of these activities will be a series of 3-monthly EQA reports for the real-time global products, the continued CAMS global reanalysis, and for those from experimental chains running in parallel. This ITT also asks for the provision of harmonised on-line graphics and quality monitoring statistics, using pre-existing CAMS software as a basis for further integration and development, to be integrated in the CAMS website. While the coverage of the EQA should be global, specific efforts are targeted at validation over the European, Arctic and the Mediterranean areas. EQA of the regional air quality products in the free troposphere are also part of these activities in a similar 3-monthly cycle with an additional focus on the interface between the global and regional forecasting systems. The successful Tenderer will have to demonstrate expertise in the field of EQA of atmospheric composition models and the capability to work under time constraints. The Framework Agreement will run from 1.10.2018 until 31.12.2021. Tenderers shall provide a detailed implementation plan of proposed activities for the period until 30.6.2021. However, note that by Q4 2019 the level and duration of activities for the full year of 2021 will be communicated by ECMWF to the successful Tenderer based on the Copernicus programme review by the European Commission.
