Tender description

The Welsh Government is seeking to procure an evaluation of the PaCE (Parents, Childcare and Employment) Programme. The evaluation will be of 2 years duration (with a possible extension of a further 2 years). The aim of the evaluation is to provide a robust assessment of the implementation of PaCE and the outcomes for participants across Wales and particularly on the four separate operations supported by WEFO. The aim of the evaluation of PaCE is to provide Welsh Government with timely, robust information on the current implementation and outcomes of the Programme across Wales and particularly on the four separate operations supported by WEFO. The specific objectives are: — To investigate PaCE’s current implementation against the theory of change and the logic model underpinning the programme, as outlined in the 2016 publication, — To assess the differences between Priority 1 and Priority 3 operations considering how the programme has been set up, how it is being operated and how the recorded outcomes compare with those anticipated, — To assess the programme’s effectiveness in helping parents aged over 25 achieve sustainable employment and in reducing the number of young parents aged 16 to 24 who are not engaged in education, training or employment. The evaluation will be of 2 years duration with a potential option to extend for a further 2 years to 4 years in total.
