Summary of the work Review of existing users of data, their needs, and current data held within the UEC patient pathway is required, to consider how collection, aggregation and processing is currently undertaken. Strategy required to reduce duplication of collection, and ensure appropriate data is made available to maximise the benefits in patient care. Specialist role Programme manager Expected Contract Length 7 months Latest start date Monday 23 April 2018 Who Speclialist Work With Expected to lead the work whilst working across existing programmes - interfacing with the Head of Clinical Triage Platforms and NHS 111 Online Programme. Fully interfacing with the NHS Digital National Data Architecture Project. Directing the work of a Data Analyst where appropraite. Liaison with the commissioning body NHS England What Specialists Work On Deliverable 1: Assessment of current systems, data repositories, data transfer within the IUC landscape, including the streaming of data from UEC to primary care, winter room collections, ECDS and NHS Improvement initiatives. Deliverable 2: Stakeholder engagement workshops held to capture and analyse requirements. Requirements definition document Deliverable 3: Documented Data and Information Strategy confirming scope and delivery approach which may include: Automation of manual data collections; Impact of information governance requirements (including Data Storage); Build/buy/procure decision points. 4.Commence delivery of the recommendations from the Strategy Skills & Experience • Be a skilled leader able to communicate the value of data and related insights to digital and non-digital stakeholders. Skilled at creating dashboards and fluent with modern data visualisation tools. • Data Innovation - Recognises and exploits business opportunities to ensure more efficient and effective ways to use data. • Data Innovation - Explores ways of utilising new data tools and techniques to tackle business and organisational challenges • Data Innovation - Strong intellectual curiosity with an interdisciplinary approach, drawing on innovation in academia and industry. • Developing Data Science Capability - Understands the context of the business, processes, data and priorities, specifically in the NHS 111 arena supplemented with NHS Pathways and Directory of Service knowledge. • Developing Data Science Capability - Shares practices across departments and in industry, promoting professional development of best practice across capabilities identified for data scientists. Selects and uses statistical methods for sampling, distribution assessment, bias and error. • Applied maths, statistics, scientific practices - Applies scientific methods through experimental design, exploratory data analysis and hypothesis testing to reach robust conclusions • Data Engineering and Manipulation - Works with other technologists to integrate and separate data feeds to map, produce, transform and test data products that meet user needs. • Data Engineering and Manipulation - Understanding of how to expose data from systems (eg APIs), link data from systems and deliver streaming services. Work Location Skipton House, Elephant & Castle, London with occasional travel to Leeds Working Arrangments Especially in the early period there will be a need to be present in Skipton House in order to meet with a variety of stakeholders. Can the authority please confirm the IR35 status of this role. We are currently seeking advice on the IR35 Status of this requirement. The working assumption should be that this is within IR35 regulations. This will be clarified with the supplier before contract is awarded.
