Tender description

The PSIG programme has improved access to credit and other financial services for people in poverty in India, especially poor women. This has resulted in women achieving greater financial security, greater empowerment in household decision making and become active participants in facing community challenges. PSIG aims to reach 12m low income households and 9m women in 4 of the poorest states of India – Uttar Pradesh (UP), Madhya Pradesh (MP), Bihar and Odisha. DFID intends to award an extension to the contract to provide services for the poorest states inclusive growth programme in India. The service provider will undertake the programme through an appropriate package of work designed to: — protect women from economic shocks and help them benefit from new Government of India policies, — help the sector adopt digital solutions, improve governance and avert a wider crisis, — and support government of India (GoI) to deliver reform actions on the ground. DFID has assessed that the contract subject of this notice satisfies Regulation 32(b)(ii) as competition is absent for technical reasons. Additionally Regulation 32(9), 32(12) are seen to apply. The contract extension will be awarded to the current economic operator to deliver new services to the PSIG programme, following unforeseeable regulatory changes in India that necessitate programme continuation, to recover performance against objectives that were negatively impacted by those regulatory changes. These additional services are in conformity with the programme awarded following a procedure in accordance with regulation 26(1) and (2).
