Tender description

Network Rail Telecommunications operates the UK Rail Telecommunications systems owned by Network Rail. Multi-billion pound investments have seen the deployment of what is now the second largest private telecommunications network in the UK. The systems provide fixed and radio (track to train) telecommunications systems used for the safe and efficient use of the operational rail network. A further 1 000 000 000 GBP is earmarked for telecommunications investment in Control Period 6, from 2019 to 2024, with an emphasis on improving the IP capabilities of what is a predominantly SDH network today. The continued investment in the rail telecommunications infrastructure will require Network Rail Telecommunications to seek skilled engineering support from industry to strengthen its own design capability. Network Rail intends to create a Framework contract under which to let Commission Contracts as required. Network Rail is currently establishing Frameworks under which to let telecommunications contracts. Each Framework will contain a number of Suppliers who will be pre-qualified and eligible to bid for the contracts. Network Rail wishes to identify telecommunications design services suppliers, including radio and other related disciplines, from both within and outside the rail industry, who have the potential to be a Framework Supplier. The purpose of this notice is to inform industry of the forthcoming procurement event and to initiate a dialogue to allow Network Rail to refine its Lotting strategy prior to the commencement of the procurement event. Additional information about the proposed framework is available by contacting Alex.Scott@networkrail.co.uk Contained along with the additional information are a number of questions where Network Rail is seeking the views of industry to inform its refinement of the Lotting strategy. Responses to the questions are voluntary and a supplier’s eligibility to bid for inclusion on the framework is not conditional on responding. Nonetheless, good quality responses to these questions will assist in finalising the Lotting strategy.
