Summary of the work Provide senior Project & Programme Management (PPM), commercial and highly technical expertise to review disaggregation of large technology expiring contracts and put in place strategies for replacement services for Government Departments who operate different support models. Specialist role Programme manager Expected Contract Length 7 weeks Latest start date Monday 12 March 2018 Early Market Engagement None Who Speclialist Work With The specialist will be working with Cabinet Office, Government Digital Service, IPA Programme Assurance, Complex Transactions Team (CTT), Other Government Departments, Incumbent and new Supplier organisations and teams, Government Commercial Function (GCF) and Crown Commercial Services. What Specialists Work On Provide senior Project & Programme Management (PPM) expertise in review (disaggregation) of large technology expiring contracts using different operating models. Deliver technical operations reviews to support wider strategy to bring IT services and activity back in-house and produce/review Strategic/Options Business Cases to HMT approvals process. Produce strategic procurement strategies and lead supplier engagement processes & lead detailed negotiation with suppliers at a technical level on projects and programmes. Provide programme assurance for Cabinet Office's existing processes: GDS, Infrastructure Projects Authority (IPA) programme assurance, Crown Commercial Services. Skills & Experience • Must have experience of delivering technical reviews to support government strategy to bring Service, Integration and Management (SIAM) activity back in-house • Must have 3+ years experience of providing senior PPM governance, technical/commercial support of large expiring contract projects and programmes • Must have experience of providing programme assurance to Cabinet Office's existing processes, including IPA programme assurance and GDS technology spend controls. • Must have experience of providing strategic procurement strategies and lead supplier engagement processes, detailed negotiation with suppliers at a technical level • Must have experience of delivering technical reviews to support the strategy of bringing I.T support back in-house • Procuring using CCS Framework Agreements • 3+ years Experience in producing/reviewing Strategic/Options Business Cases to HMT approvals. Nice to Haves • Experience of exiting ICT services and onboarding of new services • Must have worked in an AGILE environment • At least 2 years Experience of managing Suppliers within an environment with frequent change Work Location Government Digital Service, The White Chapel Building, 10 Whitechapel High Street, London, E1 8QS and other Government Department and supplier locations as required. Working Arrangments The specialist will be working individually or with other SST resources, directly with Large Expiring Contract Projects and Programme Teams, SRO/Programme Director/Programme Manager, technical staff. The working pattern will be Monday to Friday, normal business hours. This role is out of scope of IR35. What is the Maximum rate for this role? The maximum day rate has been left blank intentionally; we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 2. Hello, does the consultant require an active SC before they start the role or will the client put them through it? Thank you It is preferred that the candidate already has SC clearance. If not currently held, the candidate must be willing to undertake the SC clearance process. This DOS requirement made it clear that SC clearance is required therefore suppliers are required to pay and arrange for that security clearance themselves to become eligible and compliant to perform the contract. We can however arrange for special dispensation to allow suppliers to begin their contract and allow them onsite whilst the security process is underway. A caveat to this is that the suppliers contract would be terminated if SC clearance was not granted. 3. Please can you advise what the estimated budget will be?
