THE ESTABLISHMENT OF A SINGLE-PARTY FRAMEWORK AGREEMENT FOR THE PROVISION OF A SECURITY SYSTEM TO HORSE RACING IRELAND

Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001. It is a commercial semi-state body that took over the functions previously carried out by the Irish Horse Racing Authority. Its mission is to develop and promote Ireland as a world centre of excellence for horse racing and breeding. Its primary functions include the development and promotion of the Irish horse racing industry, the development of authorised racecourses, the administration of prize-money at race fixtures and the control of the operation of authorised bookmakers. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and the HRI Racecourse Division. HRI headquarters are located in Ballymany, Newbridge, Co Kildare. HRI are now seeking expressions of interest from suitably qualified service providers for the provision of a Security System. The attached document provides an outline of the key objectives and requirements that should be considered in the response. Horse Racing Ireland is looking to upgrade their current security system. This includes as a minimum (but not exclusively) the following: 1) A security system including:  Camera System – both internal and external cameras  Recording facility for the camera system  External and internal door access system  Main intruder alarm system  Alarm system must be capable of taking inputs from Fire Alarm and water detection systems. 2) Maintenance including:  Monitoring of both the cameras and the main alarm  Lock Up Service  Keyholding Service  Respond to alarm activation  Repsond to system faults  Static guard requirement in the event of alarm system outages  General and regular maintenance of installed equipment  Software upgrades when available
