Liverpool City Council is looking for expressions of interest not later than 24th March 2018, from a potential investors/investor developers to lead in the delivery of the regeneration of the 28acre development zone on the former Festival Gardens site in South Liverpool. The City Council, commissioned master-planners to prepare a strategic masterplan for the site, which set out an exciting vision for the site and the riverfront. The City Council is looking to market to express its interest for this unique waterfront development opportunity. With this in mind, expressions of interest should set out an investors/investor developer’s interest in the opportunity, clearing stating that the interest is not predicated on the City Council underwriting the development. In submitting an expression of interest, respondents should provide a commentary on a development mix and viability of the mix and suggest models of delivery. At this stage, the City Council is looking at a market led approach, but would look to lever in public monies to support the remediation of the site and site infrastructure, although this cannot be guaranteed.
