Build and Delivery of an Online Trailer Registration Service

Why the Work is Being Done DVLA requires the build and delivery of a trailer registration service to ensure UK operators driving on the continent can comply with the requirements of those EU countries requiring the registration of trailers travelling on their roads. This is part of the Government’s wider preparations to ensure the UK can deliver a smooth and orderly Brexit, as we move from our current membership of the EU to our future partnership. As a result, this places this initiative as a priority and major deliverable for both DVLA and the Government. This requires a high level of agile experience, technical capability, with a proven track record in delivering major online services at pace. The registration scheme will be an online service only, developed and managed by the DVLA. The service needs to be in public beta by December 2018, to allow trailer operators to register ahead of the 1968 Convention coming into force in March 2019. Early Market Engagement Work Already Done Existing Team The IT Service Creation team in DVLA (which includes Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers and Testers) DVLA’s current delivery squad structure consists of five software engineers, two test engineers, a business analyst and an agile lead. The Supplier to provide details around on and off site premise as part of their proposal. Working Arrangments The Supplier to provide as part of their proposal but needs to include an option on being based in Swansea. The supplier should provide the likely number of individuals that will be employed. Security Clearance Minimum BPSS clearance and if SC clearance is deemed required throughout delivery DVLA will sponsor. Additional T&Cs This service sits outside of IR35 Skills & Experience Evidence of capability and experience in delivering at pace major online services applying the GDS guidelines/service manual, supported by delivery examples and contactable references. Evidence of capability to supply the required resource and deliver the online service into public beta by December 2018. Suppliers should provide a potential high level delivery road map. Evidence of capability and experience in agile delivery Evidence of capability and experience of delivering projects using modern delivery concepts such as containerisation, Continuous Integration/Continuous Delivery pipelines. Evidence of knowledge and capability of being able to deploy the service to a cloud environment of DVLA’s choosing in a manner which will be abstracted from that cloud Evidence of modern software tooling and frameworks used to build synchronous and asynchronous application components. Experience of using a set of open source software frameworks which combine seamlessly to delivery at speed. Evidence of coding standards and techniques previously used that could be implemented at DVLA.
